After a couple of weeks and with the schedule actions re-started without any Application Errors I am pretty confident that the root problem had to do with the Application Pool setting on the IIS 7 server.  
Settings prior to change (according to Host Settings page):
.NET Framework: 2.0.50727.4016
ASP.NET Identity: IIS APPPOOL\asp.net 2.0 

AS OF: 07/13/2010
.NET Framework: 2.0.50727.4016
ASP.NET Identity: IIS APPPOOL\Classic .NET APP POOL

At the same time the BizModules Ultra Media Gallery was throwing "The file core.ashx (and converter.ashx, and prototype.ashx) does not exist" errors. After the change by my hosting provider, WebHost4Life, these errors also went away.
